(a) A team shall not have more than six players on the ice at any one time while the play is in progress. These six players shall be designated as follows: Goalkeeper, Right Defence, Left Defence, Center, Right Wing and Left Wing.
(b) If at any time a team has more than six players on the ice, or the number to which they are entitled by reason of penalties, during the progress of play, they shall be assessed a Bench Minor Penalty.

(a) Each team shall appoint a Captain and not more than two Alternate Captains. On the ice, only the Captain or Alternate Captain shall have the privilege of discussing any questions with the Referee relating to interpretation of rules that may arise during the progress of a game. Only the Captain or an Alternate Captain may come off the bench if invited by the Referee when none are on the ice. If the Captain or Alternate Captain come off the bench when not invited by the Referee, a Bench Minor Penalty is to be assessed upon the team. When the Captain and an Alternate Captain are on the ice, only the Captain may talk to the Referee.
Any player other than the Captain or Alternate Captain who comes off the bench and makes any protest or intervention with the officials for any purpose shall be assessed a Misconduct Penalty in addition to a Minor Penalty under Rule 601 (a) Abuse of Officials.
A complaint about a penalty is NOT a matter "relating to the interpretation of the rules" and a Minor Penalty under Rule 601 (a) Abuse of Officials shall be imposed against a Captain or Alternate Captain or other player making such a complaint.
The Captain shall wear the letter "C" and the Alternate Captain(s) the letter "A" in a conspicuous position on the front of the sweater. The letters should be in a contrasting colour approximately 8 cm. in height.
If the letters are not worn, the privileges under this section will not be granted.
(b) The Referee and Official Scorer shall be advised prior to the start of the game, the names and numbers of the Captain and the Alternate Captain(s).
(c) No goalkeeper, playing coach or playing manager shall be permitted to act as Captain or Alternate Captain or entitled to exercise the privileges of Captain or Alternate Captain.

There shall be no advertising and/ or brand identification on players uniforms except as provided under these rules without the written permission of (a) the IIHF as regards IIHF Championships or (b) the national associations as regards teams under their control.
Advertising and/or brand identification may be placed on uniforms provided the specifications are approved and permission is given as specified above.
(a) At the beginning of each game the Manager or Coach of each team shall list the players and goalkeepers who shall be eligible to play in the game. A maximum of 20 players plus two goalkeepers, shall be permitted.
(b) Each player shall wear an individual number 20 to 25 cm. in height on the back of his sweater and 8 cm. high on both sleeves to correspond with the number on the back of his sweater.
Numbers on the player's sweater are limited to the numbers 1 to 99 inclusive.
Note 1: If the hair of a player obscures the name plate or number, it must be
worn under the helmet or in a pony tail.
Note 2: Sweaters must be worn outside the pants.
Note 3: In IIHF Championships each player shall wear their name on the upper portion on the back of their sweater, printed to a height of 8 cm and in capital block Latin letters
(c) All players of each team shall be dressed uniformly in colour of their helmet (except goalkeeper), sweaters pants and stockings. Sweaters and stockings must be of same colour. The basic colour must cover approximately 80 per cent of each part of the uniform, (excluding number and names).
Any player not complying with this provision shall not be permitted to participate in the game.
Notwithstanding the above, the goalkeeper shall be permitted to wear a helmet in different colours to the rest of the team.
(d) A list of names and numbers of all eligible players and goalkeepers shall be handed to the Referee or Official Scorer before the game, and no change in the list or addition thereto shall be permitted after the commencement of the game.
(e) Each team shall be allowed one goalkeeper on the ice at one time. The goalkeeper may be removed and another "player" substituted. Such "player" substitute shall not be permitted the privileges of the goalkeeper.
(f) Each team shall have on its bench, or on a chair immediately beside the bench, a substitute goalkeeper who shall at all times be fully dressed and equipped ready to play.
Note: This rule may be modified by National Associations for games under their jurisdiction.
The substitute goalkeeper may enter the game at any time following a stoppage of play, but no warm-up shall be permitted (see Rule 205, Change of Players).
(g) Except when both goalkeepers are incapacitated, no player on the playing roster in that game shall be permitted to wear the equipment of the goalkeeper
(h) In all games, where in the opinion of the Referee, the colours of the competing teams are so much alike that there is a possibility of a miscall by the Referee or Linesmen, it is the responsibility of the home team to change its sweaters if the Referee so orders.
Note: National Associations have the authority to make their own regulations as regards to colour of uniforms and the number of players in different levels of competition.
(i) If during the game a team can not place on the ice the number of players in uniform required under these rules because of penalties, injuries etc., the Referee has no alternative but to declare that the game shall be forfeited, and the case shall be reported to the proper authorities for further action.

(a) Prior to start of the game, at the request of the Referee, the Manager or Coach of the visiting team is required to name the starting line-up to the Referee or the Official Scorer. At any time in the game, at the request of the Referee, made to the Captain, the visiting team must place a playing line-up on the ice and promptly commence play.
Note: If in competition, the name of the home team has not been established, the competing teams will decide who is to be the home team by mutual agreement, that is, by the flip of a coin or some similar method.
(b) Prior to the start of the game the Manager or Coach of the home team, having been advised by the Official Scorer or the Referee of the names of the starting line-up of the visiting team, shall name the starting line-up of the home team, which information shall be conveyed by the Official Scorer or the Referee to the Coach of the visiting team.
(c) No change in the starting line-up of either team, as given to the Referee or Official Scorer, or in the playing line-up on the ice, shall be made until the game is actually in progress. For an infraction of this rule, a Bench Minor Penalty shall be imposed upon the offending team, provided such infractions is called to the attention of the Referee by the Captain of the opposing team before the second face-off in the first period takes place.
(d) Following a stoppage of play, the visiting team shall promptly place a line-up on the ice ready for play and no substitution shall be made from that time until play has been resumed. The home team may then make any desired substitution which does not result in the delay of the game.
If there is any undue delay by either team in changing lines, the Referee shall order the offending team or teams to take their positions immediately and not permit a line change.
Note: In the application of this rule, the change of one or more player(s) shall constitute a line change.

(a) Players may be changed at any time from the players' bench, provided that the changing players shall be within an imaginary area limited by the length of the respective players' bench and three meters from the boards and out of the play before any change is made. For a violation of this rule, a bench minor penalty for "too many players on the ice" shall be assessed to the offending team.
A goalkeeper may be changed for another player at any time under the conditions set out in this section.
Note 1: When a goalkeeper leaves his goal area and proceeds to his players' bench for the purpose of substituting another player, the rear Linesman shall be responsible to see that the substitute made is not by reason of the premature departure of the substitute from the bench (before the goalkeeper is within 3 m. of the bench). If the substitution is made prematurely the Linesman shall stop the play immediately by blowing his whistle, unless the non-offending team has possession of the puck, in which event the stoppage will be delayed until the puck changes hands. There shall be no time penalty to the team making the premature substitution, but the resulting face-off will take place on the center "face-off spot"
The Referee shall request that the public address announcer make the following announcement: "Play has been stopped due to premature entry of a player from the players' bench."
Note 2: If, in the course of making a substitution, the player entering the game plays the puck with the stick, skates or hands or checks or makes any physical contact with an opposing player while the retiring player is actually on the ice, then the infraction of "too many men on the ice" will be called.
If, in the course of a substitution, either the player entering the play or the player retiring is struck by the puck accidentally, the play will not be stopped and no penalty will be assessed.
Note 3: Goalkeepers shall not be permitted to go to the players' bench during a stoppage of play, except to be replaced or during the TIME OUT For a violation of this rule a Minor Penalty shall be assessed the goalkeeper.
(b) If in the last two minutes of the game, a Bench Minor Penalty is imposed for deliberate illegal substitution (too many men on the ice) or at any time in over-time, a Penalty Shot shall be awarded against the offending team. The Bench Minor will not be served (see Rule 406 (d), Penalty Shot).
(c) A player serving a penalty on the penalty bench, who is to be changed after the penalty has been served, must proceed at once, by way of the ice, and be at his own players' bench before any change can be made.
For any violation of this rule, a Bench Minor Penalty shall be imposed.
(d) When a substitution for the goalkeeper has been made during a stoppage of play, the goalkeeper who left the game may not re-enter the game until the first stoppage of play thereafter.
For a violation of this rule a Minor Penalty shall be assessed to the goalkeeper returning to the game illegally. There shall be no warm-up for any substitute goalkeeper.
(e) For player changes taking place during a stoppage of play, the Referee will assume the normal position for the ensuing face-off. The Referee will then allow a five-second period during which the visiting team may make a player change. After this five-second period has elapsed, the Referee will raise an arm to indicate that the visiting team may no longer change any player(s). With the arm still up, the Referee will allow a five-second period during which the home team may make a player change. After this five-second period has elapsed, the Referee will drop the arm to indicate that the home team may no longer change any player(s). Where a team attempts to make a Player change after their allotted period of time, the Referee shall send the player(s) back to their bench. Any subsequent infraction to this procedure at any time during the course of the game shall incur a Bench Minor Penalty under this rule. A change of players may include from one to six players. A change of one player is considered a change under this rule.

(a) When a player, other than a goalkeeper, is injured or compelled to leave the ice during the game, he may retire from the game and be replaced by a substitute, but play must continue without the teams leaving the ice.
(b) If a goalkeeper sustains an injury or becomes ill, he must be ready to resume play immediately or be replaced by a substitute goalkeeper and no additional time shall be allowed by the Referee for the purpose of enabling the injured or ill goalkeeper to resume play (see also Section d)
No warm up shall be permitted for a substitute goalkeeper.
If both goalkeepers of the team are incapacitated and unable to play, the team shall have 10 minutes to prepare, dress, and warm up another player in uniform to act as the goalkeeper. In this case, neither of the two regular goalkeepers may return to that game.
(c) The substitute goalkeeper shall be subject to the regular rules governing goalkeepers and shall be entitled to the same privileges.
(d) If a penalized player has been injured, he may proceed to the dressing room without the necessity of taking a seat on the penalty bench. If the injured player received a Minor, Major or Match Penalty, the penalized team shall immediately put a substitute player on the penalty bench who shall serve the penalty without change, except by the injured penalized player. For violation of this rule, a Bench Minor Penalty shall be imposed.
The penalized player who has been injured and been replaced on the penalty bench shall not be eligible to play until his penalty has expired.
(e) When a player is injured so that he cannot continue play or go to his bench, the play shall not be stopped until the injured player's team has secured possession of the puck. If the player's team is in possession of the puck at the time of injury, play shall be stopped immediately, unless his team is in a scoring position.
Note 1: In the case where it is obvious that a player has sustained a serious injury the Referee and/or Linesmen may stop the play immediately.
Note 2:When play has been stopped due to an injured player, excluding the goalkeeper, the injured player shall leave the ice and may not return to the ice until after play has resumed. If the player refuses to leave the ice a Minor Penalty for delay of game shall be assessed that player.
