Rule 501 - Appointment of Officials

(a) For all International matches there shall be appointed one Referee and two Linesmen, one Game Timekeeper and two Penalty Box Attendants, one Official ScoreKeeper with up to two assistants, two Goal Judges and one Official Announcer for each game. At the IIHF championships, the IIHF may require a Video Goal Judge.

National Associations have the authority to use the Two Referee system in games which are completely under their jurisdiction.

(b) All Referees and Linesmen shall be garbed in black trousers, official sweaters, and must wear a black hockey helmet with a visor. They shall be equipped with approved whistles and metal tape measures with minimum length of 2 m.

Referees shall wear orange armbands 8 cm. wide on the upper part of each sleeve (for Referees only).

(c) Goal Judges shall be garbed in official sweaters.

Rule 502 - Referee

(a) The Referee shall have general supervision of the game, and shall have full control of game officials and players during the game, including stoppages; and in case of any dispute, his decision shall be final. The Referee and Linesmen shall remain on the ice at the conclusion of each period until all players have proceeded to their dressing rooms.

(b) The Referee shall order the teams on the ice at the appointed time for the beginning of a game, and at the commencement of each period. If for any reason there be more than fifteen minutes delay in resuming play after the fifteen minute interval between periods, the Referee shall state in his report to the proper authorities the cause of the delay and the team or teams which were at fault.

(c) The Referee may, at his own discretion, measure any equipment. The Referee shall check or measure the equipment worn by any player when requested to do so by the Captain of either team.

(d) Before starting the game the Referee shall see that the appointed Game Timekeeper, Penalty Box Attendants, Official Scorekeeper and Goal Judges are in their respective places, and satisfy himself that the timing and signalling equipment are in order.

(e) It shall be his duty to impose such penalties as are prescribed by the rules for infractions thereof, and to give the final decision in matters of disputed goals. The Referee, in matters of disputed goals, may consult with the Linesmen or Goal Judge before making his decision. He may also consult with the Video Goal Judge if available.

(f) The Referee shall report to the Official Scorekeeper all penalties, and for what such penalties are imposed.

(g) The Referee shall report to the Official Scorekeeper the name or number of the goal scorer and any players entitled to assists. (In IIHF "A" Pool Championships, assists will be determined by the Official Scorekeeper.) The Referee shall cause to be announced over the public address system the reason for not allowing a goal whenever the goal signal light is turned on in the course of play. This shall be done at the first stoppage of play regardless of any standard signal given by the Referee when the goal signal light was put on in error.

(h) Should a Referee accidentally leave the ice or receive an injury which incapacitates him from discharging his duties while play is in progress, the game shall be stopped immediately by the Linesman, unless one of the teams has the puck in a scoring position, in which case the play shall be allowed to be completed. If it is obvious that the injury sustained is of a serious nature, play shall be stopped immediately

(i) If, through misadventure or sickness, the Referee or Linesmen appointed are prevented from appearing, the team leaders of the two teams shall agree on a Referee or Linesmen. If they are unable to agree, the proper authorities shall appoint the game officials.

If the regularly appointed officials appear during the progress of the game, they shall at once replace the temporary officials.

(j) Should a Linesman appointed be unable to act at the last minute or through sickness or accident be unable to finish the game, the Referee shall have the power to appoint a replacement, if he deems it necessary.

(k) If, owing to illness or accident, the Referee is unable to continue to officiate, one of the Linesmen shall perform such duties of the Referee during the balance of the game, the Linesman to be selected by the Referee, or, if necessary, by the team leaders of the competing teams.

(l) The Referee shall secure from the Official Scorekeeper the Official Game Sheet immediately following each game. He shall sign and check this sheet and return same to the Official Scorekeeper.

(m) The Referee is required to report on the Official Game Sheet all Game Misconducts, Gross Misconducts and Match Penalties immediately following the game involved giving full details to the proper authorities concerned.

Rule 503 - Linesmen

(a) The duty of the Linesman is to determine any infractions of the rules concerning:

Off-side - Rule 624, Off-side

Passes Icing - Rule 618, Icing the Puck

He shall stop the play when the puck:

- goes out of playing area - Rule 626(a), Puck Out of Bounds or Unplayable

- when it is interfered with by an ineligible person - Rule 620, Interference by Spectators

- when the goal post has been displaced from its normal position - Rule 608, Delaying the Game

He shall stop the play:

- for off-sides occurring on face-off circles - Rule 610, Face-offs.

- when there has been a premature substitution for a goalkeeper - Rule 205, Change of Players

- for injured player(s) - Rule 206, Injured Players

- interference by spectators Rule 620, Interference by Spectators.

(b) He shall stop play if the puck has been batted with the hand from one player to a team-mate or again when the puck has been struck with a high stick and it has become obvious the Referee did not observe the infraction.

(c) He shall conduct the face-off at all times, except at the start of the game, at the beginning of each period and after a goal has been scored.

The Referee may call upon a Linesman to conduct a face-off at any time.

(d) He shall, when requested to do so by the Referee, give his version of any incident that may have taken place during the playing of the game.

(e) He shall not stop play to impose any penalty except for violations of

- too many men on the ice - Rule 201 (b), Composition of Teams

- articles thrown on the ice from the visiting of the players' or penalty bench - Rule 601 (j), Abuse of Officials and other Misconduct

- stick thrown onto the ice from the players' or penalty bench Rule 605,

Broken Stick and he shall report such violations to the Referee who shall impose a Bench Minor Penalty against the offending team.

He shall report immediately to the Referee his version of the circumstances with respect to deliberately displacing the goal post from its normal position Rule 608, Delaying the Game.

He shall report immediately to the Referee his version of any infraction of the rules constituting a Bench Minor Penalty, a Major or Match Penalty, Misconduct, Game Misconduct or Gross Misconduct Penalty.

Rule 504 - Two Referees

(e) It shall be their duty to impose such penalties as are prescribed by the rules for infractions thereof, to stop play for any other infractions of the rules, and to give the final decision in matters of disputed goals. The Referees may, in matters of disputed goals, consult with the Goal Judge before making a decision.

Rule 505 - Goal Judges

(a) There shall be one Goal Judge at each goal. They shall not be members of either team engaged in the game, nor shall they be replaced during its progress, unless after the commencement of the game it becomes apparent that either Goal Judge, on account of partisanship or any other cause, is guilty of giving unjust decisions, in which case the Referee may appoint a replacement Goal Judge.

(b) Goal Judges shall be stationed behind the goals, during the progress of play, in properly screened or glassed cages, so that there can be no interference with their activities. They shall not change goals during the game.

(c) The Goal Judge shall decide if the puck has passed between the goal posts and completely over the goal line and give the appropriate signal.

The Referee shall give the final decision in matters of a disputed goal. He may consult with the Goal Judge or Linesman before making his decision. He may also consult with the Video Goal Judge, if available, before making his decision.

Rule 506 - Penalty Box Attendants

The Penalty Box Attendant (one per team penalty box) is responsible for permitting the penalized player(s) to return to the ice at the appropriate time upon the completion of their penalty(s). He shall also notify the Referee through the Official Scorekeeper if a player leaves the penalty box before the expiration of the penalty. He shall, upon request, give a penalized player correct information as to the unexpired time of his penalty.

Rule 507 - Official Scorekeeper

(a) Before the start of the game, the Official Scorekeeper shall obtain from the Manager or Coach of both teams a list of all eligible players and the starting line-up of each team, which information shall be made known to the opposing team Manager and Coach before the start of play, either personally or through the Referee.

(See Rule 203, Players in Uniform, and Rule 204, Starting Line-up).

The Official Scorekeeper shall secure the names of the Captain and Alternate Captains from the Manager or Coach at the time the line-ups are collected and will so indicate by placing the letter "C" or "A" opposite the names on the Official Game Sheet. This information shall be presented to the Referee for his signature at the completion of the game.

(b) The Official Scorekeeper shall keep a record of the goals scored, the scorers, the players to whom assists have been credited, and shall indicate those players on the lists who have actually taken part in the game. He shall also record the time of entry into the game of any substitute goalkeeper. He shall record on the Official Game Sheet a notation where a goal is scored when the goalkeeper has been removed from the ice.

The Official Scorekeeper shall keep, on the Official Game Sheet a correct record of all penalties imposed by the officials including the names of the players penalized, the infractions penalized, the duration of each penalty and the time at which each penalty was imposed. He shall report in the Penalty Record each Penalty Shot awarded, the name of the player taking the shot and the result of the shot. He shall check and ensure that the time served by all penalized players is correct. He shall be responsible for the correct posting of penalties on the scoreboard at all times and shall promptly call to the attention of the Referee any discrepancy between the time recorded on the clock and the official correct time, and he shall be responsible for making any adjustments ordered by the Referee.

The Official Scorekeeper shall have announced the awards of points for goals and assists, the infraction of the rules for which each penalty has been imposed will be announced over the public address system. Where players of both teams are penalized on the same play, the penalty to the visiting player will be announced first. Changes in such awards shall also be announced in the same manner He shall also have announced when only one minute of actual playing time remains in the first and second period, and two minutes remain in the third period and overtime. The decisions of the Video Goal Judge shall be announced as either "A goal has been scored at ..." or "No goal has been scored".

(c) No request for changes in any award of points shall be considered unless they are made before the conclusion of actual play in the game by the team Captain or before the Referee has signed the Official Game Sheet.

Note 1: In the IIHF World Senior Championships Pool 'A' and Olympic Ice Hockey Tournament, the Official Scorekeeper shall determine the player or players entitled to receive assists on goals.

Note 2: Misconduct Penalties should not be recorded on the timing device, but such penalized players should be alerted and released at the first stoppage of play following the expiration of their penalties.

(d) The Official Scorekeeper shall advise the Referee when the same player has received his second Major or Misconduct Penalty in the same game.

(e) It is the responsibility of the Official Scorekeeper to prepare the Official Game Sheet and take it to the Referee after the game to be checked and signed and forward it to the proper authorities.

Rule 508 - Game Timekeeper

(a) The Game Timekeeper shall record the time of the starting and finishing of each game and all actual playing time during the game.

(b) The Game Timekeeper shall signal the Referee(s) for the commencement of the game, for the start of second and third periods, and any overtime period or periods. He shall allow fifteen minutes intermission between each period after which Referee(s) shall start play. He shall also signal by sounding a horn, a siren or by blowing a whistle, the ending of each period, any overtime period or periods and the ending of the game. This applies in rinks that are not provided with an automatic horn or siren, or if the automatic horn or siren should fail to operate.

(c) In the event of any dispute regarding time, the Referee's decision shall be final.

Rule 509 - Video Goal Judge

(a) The following situations are subject to review by the Video Goal Judge when the Video Goal Judge is used in IIHF Championship play:

1. puck crossing the goal line

2. puck in the net prior to the goal frame being dislodged

3. puck in the net prior to, or after the expiration of time at the end of a period

4. puck directed into the net by a hand or kicked into the net

5. puck deflected into the net off a game official

6. puck struck with a high stick, above height of cross bar, by an attacking player prior to entering the net

7. to establish the correct time on the official clock provided the game time is visible on the Video Goal Judge's monitors

(b) Only at the request of the Referee or the Video Goal Judge can a play be reviewed.

Rule 510 - Proper Authorities

The term "Proper Authorities" or "Proper Disciplinary Authority" as applied under these rules is defined as the immediate governing body of the games involved.
