Roosevelt on November 21, 1938, to a new seat created by 52 Stat. 585; nominated on January 5, 1939; Confirmed by the Senate on February 9, 1939, and received commission on March 4, 1939. Assumed senior status on August 31, 1965. Service terminated on August 21, 1967, due to death.
