Television One is a state-owned broadcaster required by a TVNZ Charter introduced in 2003 to provide programs that reflect and maintain New Zealand and Maori culture and identity, programs that inform, educate and entertain, programs that experiment and display high quality and programs that cater for minority and majority audiences. These objectives have been the subject of much debate and have made had a major influence on the choice of programming for Television One.

Television One originated from four local stations serving the major centres started between 1960 and 1962. In the early years a schedule of mostly foreign programs had to be transported between television stations, but Television One later screened programs like pop music show C’mon, farming documentary series Country Calendar, kids show What Now! Selwyn Toogood with It’s in the Bag and consumer rights program Fair Go. Both Country Calendar and Fair Go have remained on television, and What Now has since moved to TV2.
