Laura J. Miller was appointed Deputy Under Secretary for Health for Operations and Management in the Veterans Health Administration (VHA) of the Department of Veterans Affairs on May 24, 2002.
VHA provides health care to more than 5.1 million veterans and 7.6 million enrollees throughout the United States. With a medical care budget of approximately $30 billion, VHA directly employs more than 196,500 health care professionals at more than 1,300 sites of care, including hospitals, community and facility-based clinics, nursing homes, domiciliaries, readjustment counseling centers, and various other facilities. In addition to its medical care mission, VHA is the nation's largest provider of graduate medical education and a major contributor to medical and scientific research. More than 125,000 volunteers, 80,000 health profession trainees, and 25,000 affiliated medical faculty are also an integral part of the VHA community.
Ms. Miller is responsible, through VHA’s 21 Veterans Integrated Service Networks called VISNs, for the operations of VHA health care facilities. She is also responsible for VHA administrative programs such as finance, information technology, business operations, facilities management, canteen service and Capital Asset Realignment for Enhanced Services.
Ms. Miller was appointed from her previous position of Assistant Deputy Under Secretary for Health.
Prior to coming to Washington, D.C., in May 2001, Ms. Miller was the network director in VISN 10, based in Cincinnati, Ohio. In this position, she provided executive leadership, strategic planning, and budgetary responsibility for six VA inpatient health care facilities and more than 22 outpatient community clinics to serve the needs of veterans in Ohio and counties in Indiana, Kentucky, and West Virginia.
Ms. Miller served as director of the VA Pittsburgh Healthcare System’s Highland Drive Division and as associate director at the VA Medical Center in Salem, Virginia. She has also served as assistant director at the Dallas VA Medical Center. She has previous experience at the VA’s Southwestern Region, which encompassed 22 medical facilities. Ms. Miller began her career with VA in 1978 as a Presidential Management Intern at the Topeka and Kansas City VA Medical Centers. Throughout her career, Ms. Miller has demonstrated an ability to lead and empower staff to achieve significant improvements in access to care, quality and customer service.
Ms. Miller received a bachelor of arts degree from the University of Missouri in Columbia and a master’s degree in public administration from the University of Missouri, Kansas City. She is a member of the American College of Healthcare Executives and a graduate of the Department’s Leadership VA Program, Class of 1993, and the Interagency Healthcare Institute. Ms. Miller is a native of Louisville, Kentucky.
