Ron H. Garvin

Ron H. Garvin was named Acting Chairman of the Board of Veterans’ Appeals for the Department of Veterans Affairs (VA) on October 22, 2004. Mr. Garvin was appointed to the Board by President George W. Bush in July 2001. He previously served as Vice Chairman of the Board.

The Board of Veterans’ Appeals makes appellate determinations on all matters of entitlement to veterans’ benefits. The Board decides its own appellate jurisdiction, considers all appeals, conducts hearings on appeal, evaluates the evidence of record, and enters final departmental decisions on appeals.

Mr. Garvin graduated from Dickinson School of Law in 1965. He joined the U.S. Navy following graduation and went on to serve as a prosecutor, defense lawyer, trail and appellate judge during his 26-year military career.

In 1986, Mr. Garvin was appointed Chief Trial Judge of the Navy-Marine Corps judicial system with responsibility for managing criminal cases. Following his retirement from the Navy, Mr. Garvin was appointed Clerk of Court, U.S. Court of Appeals for the District of Columbia.

Mr. Garvin joined VA in August 1995 as Assistant General Counsel in the Appellate Litigation Group. In this position, he managed 52 lawyers and support staff responsible for developing, defending or settling veterans’ cases appealed to the U.S. Court of Appeals for Veterans Claims.

Mr. Garvin has received numerous awards and decorations throughout his career, including the Legion of Merit and the Presidential Rank Award.
