Thomas E. Harvey

Thomas E. Harvey was appointed Acting Assistant Secretary for Public and Intergovernmental Affairs in the Department of Veterans Affairs (VA) in May 2005. As such, he is the senior media adviser to the Secretary of Veterans Affairs, directing policies governing VA external and internal communications, and overseeing the Department’s intergovernmental and homeless veteran programs.

Mr. Harvey had served as Senior Adviser to the Secretary of Veterans Affairs since March 2005.

Prior to his appointment, Mr. Harvey served as a Senior Counsel for the Institute of International Education (IIE) in New York City. IIE administers the Fulbright Scholarship and other educational exchange programs.

A combat-decorated Vietnam veteran, Mr. Harvey has worked on national policy issues and held several executive positions in federal government throughout his career.

He was a member of the Commission on Servicemembers and Veterans Transition Assistance, established by Congress in 1996, and served as Chief Counsel and Staff Director of the Senate Veterans' Affairs Committee during the 98th and 104th Congresses.

Mr. Harvey served as Deputy Administrator of the Veterans' Administration from 1986 to 1989, and General Counsel and Congressional Liaison of the United States Information Agency from 1983 to 1986. He served as Personnel Director of the Bush-Quayle '92 Campaign. His federal service also includes appointments as Deputy Assistant Secretary of the Army (Acquisitions) and Principal Deputy Assistant Secretary of the Navy (Logistics).

From 1972 to 1977, Mr. Harvey practiced law with the Wall Street law firm, Milbank, Tweed, Hadley & McCloy. In 1977, he was selected to be a White House Fellow and served his fellowship year as special assistant to the Director of the Central Intelligence Agency.

Mr. Harvey earned his undergraduate (1963) and law degrees (1966) from the University of Notre Dame. In 1980, he earned a master of law’s degree (LLM) from New York University School of Law.

Mr. Harvey served in the U.S. Army infantry following his graduation from law school. He served two and a half years in Vietnam where he commanded a company of the 173rd Airborne Brigade and served as an adviser with the Vietnamese Airborne Division. A senior parachutist and ranger, his military decorations include the Silver Star, the Purple Heart and Combat Infantryman Badge.
