Dennis M. Duffy

Dennis Duffy serves as Acting Assistant Secretary for Policy, Planning and Preparedness in the Department of Veterans Affairs (VA). He previously served as Principal Deputy Assistant Secretary for Policy & Planning since April 2001.

As Acting Assistant Secretary, Mr. Duffy serves as senior advisor to the Secretary of Veterans Affairs on strategic planning, policy research, program evaluation and department-wide emergency operations and preparedness. His office is responsible for developing the VA Integrated Strategic Plan and the Secretary’s Annual Statement. It also manages the department’s program evaluation process to assess whether VA programs and services are meeting their legislative intent and making a positive impact on the lives of veterans and their families.

Mr. Duffy previously served as VA Assistant Secretary for Policy and Planning from April 1995 to February 2001. From October 1999 to February 2001, he also served as VA’s Acting Assistant Secretary for Congressional and Legislative Affairs.

From August 1991 to April 1995, Mr. Duffy served as VA’s Deputy Assistant Secretary for Congressional Affairs and was responsible for directing the activities of VA’s congressional relations staff and the House and Senate liaison staffs. Previously, he was director of congressional relations and a congressional relations officer. Before his appointment to the Office of Congressional Affairs in 1988, Mr. Duffy spent 14 years with VA’s Veterans Benefits Administration, including 10 years at the VBA Regional Office in Pittsburgh, Pa.

A native of West Mifflin, Pa., he began his career with the VA in 1974 as a veterans’ education and training representative. He is a recipient of the Secretary’s Meritorious Service Award (1995) and the Secretary’s Exceptional Service Award (2000).

Mr. Duffy is a graduate of Edinboro University of Pennsylvania and the Graduate School of Public & International Affairs at the University of Pittsburgh. A U.S. Army veteran, he served as a combat infantryman and squad leader with the 23rd Infantry Division in Vietnam.
